The debate over casinos is back, with the Patrick Administration this week releasing a long-awaited report prognosticating on the potential of Massachusetts as a gambling market.

The report, assembled by New Jersey-based Spectrum Gaming, forecasts that three Massachusetts casinos may generate between $1.2 billion and $1.7 billion in their first year of “stabilized operations.”

The casinos would funnel nearly $600 million a year into state coffers, while providing roughly 4,337 jobs, according to the study.

The study comes roughly five months after Gov. Deval Patrick's proposal for three resort casinos across the state went down to defeat on Beacon Hill, home of the state legislature, with rumors growing now as to the governor’s gambling plans for next year.

The 301-page report - which includes new projections on the influence that casino, would have on job creation, revenue, and the state lottery - says the licensing of three resort casinos would not deliver the jobs and revenue promised by the governor.

The study also figures that each casino would create 3,000 construction jobs, or 9,000 jobs statewide, fewer than Patrick's initial estimate of 30,000.  The administration later backed off that figure and started using "thousands" after his numbers came under scrutiny. Still, that is a lot of new jobs.
Overall, the report estimates that casino gambling would produce $1.23 billion to $1.78 billion in annual gross gaming revenues .

The study used a more sophisticated financial model to analyze the governor's plan.
"It was important for the sake of the legislators and stakeholders that we moved away from estimates and got a more in-depth and solid projection, and that's what this analysis offers," said Kofi Jones, spokeswoman for the state's office of Housing and Economic Development, which oversaw the casino issue.
